The Royal College of Psychiatrists (RCPsych) has appointed three new lay trustees to its Board of Trustees.
Caroline Rivett, Joseph Morrow
CVO CBE and Stuart Bell CBE each bring a wealth of expertise and experience
from a variety of sectors, including healthcare, finance, law and
technology.
As lay trustees, they will support the College to serve its
21,600 members and promote the voice of psychiatry in the UK and
internationally throughout their five-year terms.
Caroline, Joseph and Stuart were formally appointed to the
Board at the College’s Annual General Meeting, which was held at its
International Congress in Newport, Wales on Wednesday, 25 July 2025. They
join the College’s new Registrar, Professor Owen Bowden-Jones, and Treasurer,
Dr Ian Hall, bringing the total number of members to 14.
Dr Lade Smith CBE, President of the Royal College of Psychiatrists, said: “It is a privilege to welcome such outstanding individuals to the College. Their unique knowledge and skills will help ensure we continue to grow as an institution and are ready to overcome the increasingly complex challenges facing mental healthcare.”
Caroline Rivett is a
specialist in cyber security and has worked with some of the world’s largest
life science companies to protect their data and systems against cyber-attacks. She is also a Chartered Accountant and co-founded a
digital health start-up which works with life insurance companies to
risk-assess individuals’ health.
Caroline said: “I can’t imagine a more exciting time to be joining the College and supporting its work as a leading organisation in the field of mental health. It will be a pleasure to work with my new colleagues to navigate the intricacies of data protection, artificial intelligence and various other issues affecting mental health professionals and their patients.”
Dr Joseph Morrow CVO CBE is currently the Lord Lyon and has been actively involved with numerous
charities, community activities and civic duties in Scotland for more than 40
years. Dr Morrow is a member of
the Faculty of Advocates, having previously been a solicitor, and was appointed
King’s Counsel in September 2015. He was Her Majesty’s Commissioner for the
Mental Welfare Commission of Scotland between 1998 and 2006, President of the
Additional Support Needs Tribunal for Scotland from 2010 until 2014 and
President of the Mental Health Tribunal for Scotland from 2008 until 2019.
Dr Morrow said: "I am honoured in being appointed lay trustee of the 萝莉视频. The appointment builds on an over 30-year involvement in the mental health arena. It is a privilege to continue to be able to support and promote the role of the psychiatrist within the front-line service of our health service."
Stuart Bell CBE was
the Chief Executive of Oxford Health NHS Foundation Trust until June 2020 when
he retired after nearly 38 years’ service in the NHS. Before Oxford Health he was CEO of South London and
Maudsley NHS Foundation Trust (SLaM) for over 13 years. As a member of the
World Health Organisation Missions, he has co-authored reports on the
development of national mental health policy and services for several
countries, including Lithuania, Portugal and Romania.
Stuart said: “I am delighted to have been appointed as a lay trustee for the 萝莉视频. Good mental healthcare, and strong, well-informed, professional leadership have never been more important. I look forward to supporting the work of the College in the years to come.”
The RCPsych Board of Trustees is responsible for making key decisions around how the College engages with its members, runs projects and manages resources. The Board consists of senior officers, members chosen from the RCPsych Council as well as lay trustees.
