In July 2025, the Government published a for the NHS in 萝莉视频, setting out its priorities for the next ten years.
This plan comes six years after the previous Government's Long Term Plan for the NHS, ten years on from the Five Year Forward View, and nine years on from the connected Five Year Forward View for Mental Health.

The describes how the prior Long Term Plan’s vision for a place-based community mental health model can be realised, and how community services should modernise to offer whole-person, whole-population health approaches, aligned with the new Primary Care Networks.
What does the 10 Year Health Plan say about mental health?
Some of the key policy commitments relating to mental health are:
- The National Quality Board will improve quality of care by developing modern service frameworks to ‘accelerate progress in conditions where there is potential for rapid and significant improvements in quality of care and productivity’, which are accessible and transparent; one of the early priorities is mental health (including severe and enduring mental illness).
- As part of the key policy shift to move care from hospital-centred services to more preventative and personalised support in the community, mental health services will be transformed into 24/7 neighbourhood care models and assertive outreach care will be improved to ensure 100% national coverage in the next decade. Six new neighbourhood mental health hubs, funded by the NHS, are being piloted across 萝莉视频 in 2025.
- The Government will continue to expand provision of Individual Placement and Support schemes, as announced by the prior Government, to help people with severe mental illness or substance use disorders find work, provide employment support through primary care, and offer employment advice to those accessing talking therapies.
- Urgent mental health care will be expanded through the investment of ?120 million to develop 85 dedicated mental health emergency departments in the first five years.
- Staff sickness absence rates will be reduced through the roll out of Staff Treatment Hubs for all NHS staff that includes support for mental health issues.
- The Department for Culture, Media and Sport will publish a new National Youth Strategy in 2025, setting out how the Government will support young people’s mental health, wellbeing and their ability to develop positive social connections.
- The next Workforce Plan will include lower targets than the previous Long Term Workforce Plan, but NHS staff will be ‘better treated, more motivated, have better training and more scope to develop their careers’.

What work is the College doing on the 10 Year Health Plan?
To help shape a new 10 Year Health Plan for 萝莉视频, we submitted our proposal to in December 2024, developed with input from across the College. Our submission calls for a reaffirmed commitment to deliver parity of esteem between mental and physical health, including the delivery of the full suite of approved mental health waiting time standards to improve timely access to care in the community, alongside the necessary investment in service expansion to ensure standards are attainable and access to services becomes comparable to that for physical health services.
Since the publication of the Plan, the College has been working to help make sure it is successfully implemented.

What were the College's proposals for the 10 Year Health Plan?
In our submission, we called on the Department of Health and Social Care (DHSC), other relevant government departments, NHS 萝莉视频 (NHSE), the other ALBs of the NHS, and relevant organisations to:
- Deliver the full suite of approved mental health waiting time standards to improve timely access to care in the community, alongside the necessary investment in service expansion to ensure standards are attainable and access to services becomes comparable to that for physical health services.
- Retain and recruit the mental health workforce, while also ensuring recurrent investment into staff mental health and wellbeing initiatives. Medical and nursing vacancies remain considerably higher in mental health than acute services.
- Invest in the mental health estate, across both inpatient and community services, to address a growing maintenance backlog, ageing of estate and reduced therapeutic environment.
- Make improvements to patient flow and integration between primary and secondary care, harnessing digital technology where appropriate.
- Recognise the role that mental health services and public mental health can play in boosting productivity across the wider workforce and alleviating long-term sickness.
